Abstract
The toll of accidents and injuries on Europe's roads is unacceptably high. In order to reduce the shocking figures, independent and reliable accident investigation needs to be conducted so that effective countermeasures can be determined. Despite systems being in place to examine aviation, rail and maritime accidents, there is currently no standard approach that addresses road safety. This paper describes the needs for such a system and the approach that is being adopted to design best practice guidelines for Europe for implementation in the development and management of road accident data capture processes, and in the subsequent use of any resulting data. A requirement of the guidelines is that they are designed for optimum independence and transparency. This work is being undertaken as a work package within the SafetyNet integrated project (http://safetynet.swov.nl/).
