abstract = "This paper explores the use of the technique of data envelopment analysis (DEA) and simulation modelling in process redesign studies. The paper presents a case study of the use of both techniques in the context of the UK Police Force. It is found that the DEA technique may be a useful addition to the toolkit of a simulation analyst in that it is able to rank the relative perfonnance of business units across multiple input and output measures. A simulation model can operationalise the results of the DEA analysis by providing a model of the benchmark unit. By comparing the performance of the business unit under current and benchmark process designs the benefits of change can be quantified and used as a driver for the reengineering effort.",
